Ignoring what can be synthetically done, is the rate of time naturally constant?

On one hand, when you are bored, time appears to be slower, and time flies when you are having fun.
On another hand, if one person is having fun, and the other is not for a half hour, both times are a half hour.

I say no overall, but even if it was slower than a millionth of a our second per true billion billion millenniums, how would we know?
